immigration and health come together and i thank president obama for lifting the travel ban on those affected with h.i.v. -- infected with h.i.v. it had been my original intent to talk about world aids day, which we celebrated yesterday but i wanted to pay my respects to those fasting for immigration. our work on h.i.v.-aids has been a product of bipartisan cooperation in this congress over a long period of time. in the white house, though, first with president clinton, we increased the bilateral programs to fight aids and helped create, authorize and fund the global fund. then under the leadership of president bush we established pepfar and provided the necessary funding to ramp up emergency response to the crisis. president obama has strengthened those efforts and boosted our investments by law firming the national hiv-aids strategy. in addition to that, president obama announces that pepfar would not only reach its goal of providing treatment for six million people by 2013, but will exceed that farget by providing 6.7 million people with life-saving treatment. s that tribute to the leaders

. charlie, norah, and gayle? >> jen, thank you. south africa is preparing for tomorrow's memorial service for former president nelson mandela. president obama and his wife michelle, will attend. they are aboard air force one at this hour. and in south africa mandela's family is putting aside its differences this morning. debora patta is in johannesburg. >> good morning. i just spoke to south africa's minister of public works and administration. she was inside the house with the mandelas and described the image in there as calm. the family is very calm. inside is nelson mandela's widow and his former wife winnie. the family has been embroiled in squabbling and fighting over the past six mos but she said you would never think so if you walked in there today. they are the picture of unity, coming together, focused only on nelson mandela. now, as i was talking to them they left to go to one military hospital in pretoria. the minister told me that the body of nelson mandela has now been prepared by undertakers and he is draped in the clothes that eventually he will be buried in.

and their families have received insurance cancellation notices. do you think medicare advantage maybe obama cares next victim? and if so, what might beneficiaries in pennsylvania expect over the coming years in terms of plan choices, costs, forgone benefit offerings and provider networks? >> thank you, mr. chairman. indeed, i am concerned about the future of medicare advantage. as i said in my opening statement. the work we've done on the implications of aca cuts, for example, in pennsylvania would suggest that in 2014 there would be an average loss of benefit, beneficiary of about $2200, that this is about a 19% reduction in those benefits. and that we would see a decline in -- about 113,000 pennsylvanians. those numbers for 2014 are of concern, but i am more troubled by the trajectory over the succeeding five years of the full cuts under the affordable care act as to whether medicare advantage will remain a viable option within the medicare program and deliver the comprehensive benefits. i just want to echo the statements that we heard in many of the opening remarks. the medicare population is

from north carolina. >> thank you mr. chairman and thank you to our panel for being here on this issue. serving the second district of north carolina i've been hearing in the since the rollout of obama care that my constituents who are losing their medicare advantage are very very concerned about this issue as you can imagine. and it's showing in north carolina that the cost of benefits for seniors for medicare advantage are over $2,000 per beneficiary. now that we're seing this play out the things i'm hearing from my constituents are that they are losing their access to care to their physicians, the cost is going up, and again, as you can imagine they are very, very concerned about this issue. to mr. holt again, who again is going to be most affected by these medicare advantage cuts? which sector of population of our seniors? because i keep hearing over and over again thates helping our chronically ill patients who have this coverage and this is a better plan for them. is that not who we're harming? >> this is a better plan for those with multiple chronic diseases who need coordinated
